The servers change a lot so they can get outdated quite quickly, so I wouldn't put too much emphasis on it, most games are now server based so they'll be servers most of the time, you can check the domain usually to double check. Quite possibly, a good way to tell is to check the ping the Geo-Filter reports and what the in game ping reports, if the difference is over 30ms or so then the server is likely under load and you're see reduced performance.

Are you using automatic or manual network settings on the console? If automatic then you may want to try with manual if it can't determine the details correctly

On the System Information page does it show that it's getting internet at all? Can you provide the log from the System Information page please if the above doesn't work?
