What do you actually see when you try to access them? If you reboot the router from the interface, close the tab, wait 4 minutes then access do they load correctly?

Well it ensures all devices are being controlled by the R3 so yes it would work better in that scenario -
I don't have exact specifics for you and they don't use one server provider exclusively, from what I have seen they have been known to use: AWS Vultr i3D

Disable GeoLatency Disable PingAssist (set it to 0,0) Enable Strict Mode Disable Fast Search Then restart game or wait 10 minutes (in the lobby in the game). If that doesn't work, reboot PC/Console and it should work then.

I couldn't say, there are a lot of variables and it depends how determined the game is to send you to a server it wants you to connect to regardless of the connection quality -
The issue would still remain in that scenario, you're still not able to properly ping a server from a device via traditional methods. Here is a couple of MW3 server IPs, try pinging them via your PC in command prompt, they will all timeout: 109.200.199.155 173.244.206.46

Utilizing Geo-Latency yes you should be able to which is the only way you'd be able to filter due to the way Fortnite matchmaking works. However, I can't guarantee it'll be fool proof as just due to the way Geo-Latency works it's possible to get servers outside your radius sometimes. -
