Thanks for the list! The cloud can be done without a new firmware, I've already asked for that to be done. What QoS rules is Bandwidth Allocation disabling exactly? -
I'll nudge Alex to update this. You don't have to rely on Ping Heatmap though, you can use the Geo-Filter to still force that location, if there is one there you'll connect to it. If it's mislocated you can use Ping Assist to connect to it.

Hello, welcome to the forum! You can use Ping Heatmap to locate the servers for the game and use that to inform your Geo-Filter settings i.e. place your location/radius over the closest servers to you and you should be good to go. Prior to the issue happening, with the Network Snapshot pinned to the dashboard did you click on one of the usage bars on the panel while on the Dashboard by any chance? -
Bandwidth Allocation QOL

There is only 100% total available bandwidth so by adjusting values for devices other devices share of that will increase/decrease accordingly. Give one device high bandwidth then you can adjust those specific devices to have a little bandwidth. Share Excess disabled prevents devices sharing their unused bandwidth allocation, I wouldn't recommend having this disabled. What you want to do has been requested before so it may come in future. -
Pinning items on the dashboard

When it's showing on the dashboard, does it actually show the pin icon as hollow? If you go to the Network Monitor page and pin/unpin it from there, does it then work? -

It's quite unlikely both routers would have the exact same issue so I do wonder if it's something else entirely, where is the router located and are there any electrical / wireless devices e.g headphones etc within close proximity ~3 feet? Do you have a microwave closeish to it? -

What about your settings for Traffic Prio? Could you check the Network Monitor when playing with Geo on vs off and see if you notice a difference in bandwidth being used please?

CG-NAT can give you issues connecting to servers and players etc but yes, essentially multiple people are sharing an IP address. Based on everything you've mentioned so far, with the IP changing and it then getting better etc would lead me to believe that obtaining a static public IP for yourself that just you are using would significantly improve your experience. -
What about Traffic Prioritization? When you do get the fluctuation of the ping could you check if the Geo-Filter is also reflecting that please?

It's very unlikely you'll be connected to the exact same server, even in one location they have a lot of servers clustered together. What are your QoS settings currently?

Is that in game the ping is fluctuating or on the Geo-Filter? I can't see why that would happen, is there anything blocked on the Geo-Filter when it happens?

It wouldn't necessarily but will keep your network as stable as possible should any device use a lot of bandwidth. Have you tried forcing servers further away? -
