The one between the Netduma and the console, between the Netduma and the laptop, or is it between the Netduma and the ISP hub/modem? And try a couple of different devices so we can rule that out too. The Ping Plotter phone app is free, obviously it's not sensible to test over wifi normally but the app is on a phone. And try a different ethernet port on the Netduma. Did you try a different port on the Netduma yet? And try running Ping Plotter from your phone and/or another computer? Ping a website so I can see what it looks like too. Then PingPlotter when wired, is it the same? Then take out the wire so it's just the power, connect via wifi and then PingPlotter, is it the same?
