You need to set the router to the speeds you have, you also haven't disabled QoS either, click the menu icon on the Congestion Control panel, click set bandwidth speeds and put the speeds you expect. Then do a speed test, if it's still lower then on the same menu click disable QoS and try again.

Ping Assist on will allow any servers under the value you've set, so having it set to 200 is counter productive when trying to force specific servers. I can't answer what it is your friend is doing but they're doing everything wrong to force a server, if you yourself want to force a server then Ping Assist must be on 0.

The device in question is no longer blocked after a reset, it won't show as a black circle, it will look like every other device. Select the manual option and it will add as a console

As above, if you did a factory reset and went through the Setup Wizard then the device wouldn't be blocked/appear black on the Device Manager. What is preventing you adding the PC as a console exactly?
