Are you using another router before the Netduma? Is your PC wired or wireless? Is your congestion control set on 70%? Don't use 8.8.8.8 it's pretty unstable, I like to ping comcast.com without www. That doesn't looks like local congestion (other people), it just looks like a bit of jitter. If you think about it, 5ms of jitter on a 100ms ping is only a 5% spike but 5ms jitter on a 10ms ping is a 50% spike - so the same amount of jitter looks like a tiny variation when it's actually the same. Yes CC definitely helps local network congestion if your using it) 70/70 and tweak from there, but as said above I would ping something other than 8.8.8.8 as it can be dicey at best. Not sure the jitters caused by you pinging something so far away, your lines good since the modem change. Maybe try pinging your cable company, spectrum.com that's my ISP and what I ping. So if you connect your Netduma, with your setup Modem > Netduma > All devices, and you run a pingplotter test wired to a PC to the same IP, what are the results? If you get more jitter with the Netduma, I'd say it's highly unlikely to be related to the router - rather the wire connecting the Netduma to the Modem or the wire to the PC.
