I was wondering if I should still apply the 70% on both sliders even with the high upload and download

Yes otherwise you will get congestion.

What about 80/80?

70/70 is a guideline, everyones connection is unique comprising of distance, line quality, line length, hardware and quality of cabelling aswell as isp infrastructure. My personal settins are 97/97 and at peak times 86/86.

As Big_Dog said, 70/70 is a good starting point and you works great for every user. If you wish to, you can then adjust from there to find a perfect balance for your connection speed between no congestion and high bandwidth. I personally play on 80/80.

Mine are 80mbs / 20mbs so 80% gives me enough bandwidth for everything I need it for and also stops congestion.
