I used to see it with Virgin and TalkTalk, with and without the Duma. Some videos seem to be hosted on shite servers. Didn't matter that there was 100mb bandwidth spare.

If so then you should make use of congestion control as this could be local congestion. Just set anti-flood to 70/70 and you should be good.
