Go to the link, the guide has several different ways of setting a static IP. Go to the section where it mentions Control Panel, it's big and bold, should be easy to spot. Then follow those instructions to set a static IP on the PC with the details I mentioned in my post. Don't set up a new router that isn't necessary.
