only enable playstation network once the game is fully loaded and your at multiplayer lobby, as i noticed you done it before you launched the game

Could be a few reasons, it knows you're in Russia so won't connect you to those servers, why do you want to connect that far away anyway as it'll be more laggy. 

 

Hard turn off the console, setup the Geo-filter. Make sure there is nothing on the map, wait 2 minutes for it to clear if necessary. Then boot up the game and try searching. You will need to change radius to about 1000km if you're using that location.

In Kazakhstan there is also no Severs players on the map, so that only a European version of the server

Connecting to the closest server to you is the only way to maximise your game connection; since your connection quality depends mostly on distance. Try including the dedicated servers closer to your home in your Geofilter radius; but this is really a problem caused by the lack of servers in your area. Unfortunately, until the game company supports your area more, there's not much you can do other than try to get the best settings.
