 what is the solution for this problem any one can help me

Go to Settings > UPnP untick the "Enable" box and press Apply.

Re-tick the "Enable" box and press Apply.

 

It flushes the routers UPnP's list.

 

Do this just before turning on PS4 to play BO3.

I do this on the odd occasion I get a mod NAT works well.

Is it open in the console network settings? If so disable the Geo-filter before booting up the game.
