I would imagine it's due to the fact you're facing teams with people from different countries yes. but i play on the same servers as public and the players mainly are from my country. for me black ops 3 is strange. i have the feeling the more players a game mode can have the better the connection gets. for me the hit detection is best in ground war (18 players) then all the normal modes ( 12 players) and the worst for me is in arena (8 players). My gun works really well too when a noob is running straight toward me. With that said I haven't played Arena in a long time maybe ill jump back in and see how it feels.
