I'm not entirely sure at all how this is remotely possible... but two things to point out.
1) -- I connected to a server so far outside my Geo Filter, I can't quite wrap my head around it... and
2) It claims my ping is 30ms from router... but my in-game shows quite a different story (125ms, as it should be).
So, why am I connecting that far outside (at all) my geo-filter, and why is it so horribly reporting the wrong ping from the router?

This is likely something covered deep in the bowels of support chat here -- But I couldn't find it.
This has happened for at least the past 3 years, from my XR500 to my new R3 - Was hoping R3 would clear it up, but no. It's difficult to explain, but I'll do my best.
At times when in-game chat gets too choppy (thanks Activision), we will swap over to party chat (Xbox). I typically start the group voice chat. When I 'start' my own (or auto-start it when I invite my first person), I see myself, and my voice working. As soon as the first person comes in, both our icons turn grey (the 'connecting' mode) -- I'll notice they turn normal, and I see them chatting (white ring around their icon) -- But I'm still greyed out.
To correct this, I have to first disable my geo-filter, do the inviting, and then turn it back on.
I've deduced that somehow, some-way, I'm inadvertantly filtering out a particular server or set of servers that Xbox uses to initiate the handshakes for party chat. I can duplicate this every time without fail, for years.
While connecting to voice chat, if I turned off the filter, it still doesn't work -- it has to be turned off first, then the voice chat connection be made. So it feels like it's the initial connection.
Once all are in party chat, and the filter turned on -- this doesn't become a problem. Even future people being added to the party chat are fine -- it's just my initial connection.
Thoughts?

That's the exact process you'll need to do, it shouldn't take too many times, if you could provide the IDs we can probably extrapolate a range of IPs the chat servers are likely to use which would fix/reduce the issue

Given what you've mentioned it's either the server itself, e.g. it may be heavily under load or local congestion, however even though the ping is high it does appear to be quite stable which makes me think it probably is the server rather than anything on your end. Add it to your denied list and every time you encounter one like it keep doing that and then hopefully you won't get that issue again after a few denied runs

No way to restore settings as of yet.
I never had this problem on my XR500. My problem is that playing games on Australian servers is usually 93ms but on R3 after a few games, I'll sit on 200ms ping which is dreadful. Sorry I didn't make it clear it was not a spike it just goes to 200ms ping after 2 or 3 games. So as outlined above, after doing all that, I didn't have that issue again.

What devices are they specifically? They don't have the Private/Random MAC addresses option enabled do they? (I know you mentioned the MAC is the same)
Good catch on the network activity there, seems like we need to do a better job of handling devices behind an AP, I will pass that on, thank you!

Well, 12 feet away in a heavily saturated area with a competing wi-fi ssid on the same channel can cause the fair signal issue. Since you are aware of the deprecating issue with having competing channels, I assume you know that phones and tablets only go off signal strength in general and do not base the signal on other factors. However, if you didn't, I would download wi-fi analyzer and then scan for what wi-fi channels are around you. Once you find your least congested channel, aka minimal strength of wifi, Use 1,6,11 for 2.4ghz and for 5ghz i'd stick to 36,40,44,48,52,56,60,149,153,157 and 161. These channels are all non overlapping which means you won't get signal bleed in from other channels. Hope this helps.

If you can provide the ID for it we can get that moved to the correct position. IP location is a hard beast to master, IP blocks get bought and sold, completely changing location etc.

Well. I’m not sure that applies to me? I don’t have an Apple TV… just smart devices that have previously allowed me to cast to them.

They should fix the CPU balancing in next update i think. I saw on multiple threads this problem. And also CPU2 will go to 100% many times.

It's the same for Ping Optimizer as well, I believe the team know what the issue is so it's one of the things they'll be tackling when they're back from the holidays.

Go to Ping Optimizer>Advanced. You should see the Congestion Control sliders.

Just wanted to confirm what @mindlash is saying but it doesn't work me either at all along with the speed test app. No matter how many times your run it. And if you try to run it repeatedly the router becomes unstable. I know it is in the works to be fixed. Just an fyi.Thanks.

That's what I had done. I figured if I got the speed test working, then I might be able to get the Ping Optimizer working (I can 'Test' my ping, just not use the Optimizer)
