Just in case, have you tried putting your position in the ocean (geofilter, circle at 0) and playing only with ping assist?

The Qatar server is very isolated as you can see on Ping Heatmap, so most players in this region of the world must play there with a very varied ping (from 10 to 150ms or more) there is surely a script to not disadvantage players with a high ping (theoretical). I would try in your place to force another server. What does Ping Heatmap say for you on BO6 (screenshot please)?
