Why do i keep getting put into the Atlanta server that is out of my region?

the problem is, if i close this screen (the settings) the  ping thing will revert back to 0-25 or w/e

 

but even when i leave it up on 0-0 it still pings ATL  im at a loss

You'll need to factory reset, I think you've upgraded while you had Ping Assist set previously but as you've not reset its kept that Ping Assist value working but as it's not working to select it on this version you can't stop that happening without a reset

so im just trying to make sure im seeing this correctly before i go through the unneeded reset.

in the past year or more,  i was told  that the ping assist was glitched and that  it would be fixed in a later update that hasnt arrived yet.  

 

i am now being  told to factory reset and all this would have been fixed?  im not trying to argue here i just  want to be sure that this is the actual problem

Yes I'm pretty sure, the issue is that Ping Assist keeps reverting to it's previous state no matter how you try to set it, with a value set pre-upgrade that will be the value it resets to, after a reset the default will be 0 so it will prevent you using it
