WHY?

Can someone please explain why in the hell I am playing on this server I live in MN. Also, it says I 30ms ping to it. Whatever.

I assume you have Ping Assist enabled (at a higher ping threshold than 30ms). So this connection is being allowed through even though it's outside your radius because the ping is low.

So why then is it in Europe, many miles away from you? Because it's in the incorrect location on our Geo-Filter IP Address database ('the Cloud'). If you find any like these you can let us know here and we will include them in our next update

It has to be mislocated then cause I have my circle set in the ocean and PA set at 40ms

Yes it will be mislocated if it's pinging that low, if you could enter it on the mislocated form that'd be really helpful!
