Essentially it just limits the maximum speed of every device on the network in order to reduce packet loss and improve ping. When set to "When High Priority Traffic Detected" it will only kick in when a game is being played on the network, although it can be set to always be active. Since Gears of War 4 no longer lets you select your own region, the Geo-Filter should be able to fill in the gap for that functionality by only allowing closer hosts.
