I would like to know because sometimes I forget to reset the congestion controls when I go to work and my wife complains about the Internet being slower? What I would recommend to achieve the same affect is: Tick "Access control panel from WAN(not recommend)." in miscellaneous settings. Enable interface password protection so it is secure. Then you can type your public IP into a web browser when you're at work, login and change the Duma's settings whenever you want.
