The Call of Duty sessions that I join are complete headaches, the whole shoot first die first scenario and getting no bullet registration dilemma applies very much to my experience. Either something conflicting internally or your isp line is seriously bad! Do some more investigating into because results like that you will never have a good online experience! Collect some results over different times of day/days. A lot of people use Ping Plotter to do this. Once you've acquired proof you can then take it to your ISP as proof and see if they can help.
