TEH BUTCHER Posted January 20, 2016 Share Posted January 20, 2016 I see what the OP is saying, be able to lock a single device somewhere and it splits the remainder. So if you have 5 devices and lock one at 50% it would start out with the others at 12.5% each. If you locked one at 50% and another at 30% you would have 20% to split between the remaining 3 devices or 6%~ each. However Like zennon said I don't really think it matters too much as the purpose of congestion control is to set ceilings for devices so a single device doesn't use up all your bandwidth, and as long as share excess is ticked there won't be wasted bandwidth not being used.
