should i have the duma r3 in DMZ mode or should the ISP be in DMZ mode ? im trying to get open nat in cod and i currently have the duma R3 in Dmz mode

If you're using your ISP have a combo router, which is MODEM & ROUTER mixed in one. Then, you will need to put the R3 into the DMZ of the ISP MODEM & Router combo. Then, on the R3, you can put the console/PC into DMZ of the R3. You will get OPEN NAT.

If you have ISP MODEM ONLY, then, Just plug R3 into MODEM, then put console/pc into DMZ of R3.

What do you mean you have the R3 in DMZ mode? - Do you mean you have your gaming device in the DMZ on the R3 or you have the R3 in the DMZ on the ISP modem/router as you'd definitely need to do this one at the very least if applicable like the above.
