Are you blocking them while you’re connected? If so it won’t work that way as the connection needs to be severed before the allow/block will take an affect

Of course you would need to do that, if you then deny it, quit to the menu or better yet quit the game entirely back to desktop/dashboard, wait 2 minutes and then it should be blocked by the time you play next. Also there are multiple servers in one location usually so it also may appear you're connecting to the same server when actually it is just another in that location

so everytime i lock a server, host, player, i have to close the game immediately, in my case shut down the PS4?!

You can sit in the lobby for 2 minutes, that should work but if not then close the game so you're on the console dashboard and wait 2 minutes, no need to turn off the console entirely

Does it make any sense at all to block a server for packet loss reasons? Or is this not really related to the server and a server that shows packet loss in the current game will work without problems on the next connection?

You could block it for any reason you like, the most common reason is because the server doesn't play well so yes would be a good idea to do so. As long as there are plenty of servers blocking one won't cause a problem.

Ok, but that was not my point. Is it likely that a certain server always causes Packet Loss or not

It really depends on the quality of the server, the time of day you play on it, how many other people are playing on it, your routing to that server etc. With all those variables it's unlikely to always be a bad experience.
