PingPlotter is one way to watch what’s going on and there are various sites that offer tests but may not be 100% accurate. There are other software monitors available at a cost too.

At the very least you would need a hub so that the PC and PS4 can be connected and the PC could see the traffic. From there, PingPlotter could still be a good shout, it will show packet loss if there is any
