For some odd reason my speed is cut by -50% and only in download not upload. I did also a 1gb download file and it downloaded like 90mbps instead of 200mbps that i original have. Is the VPN enabled for the test? I have enabled the excess for download and upload. I had made manual traffic prioritizion but i reset distribution and again the same.
