You can connect the R1 to it directly and put the WAN IP from System Information into the ISP hub DMZ. That will help with open NAT. You won't get much benefit from using QoS but you can still use the Geo-Filter.

there isn't any other way?

i want to use all the features of the R1. I want my ping to be more stable on my PS4.
can i use the Fiber as the modem and the R1 as the router or something?

With your speeds even using the R1 as the main router you would need to disable QoS to get closer to expected speeds or you could use QoS but your speeds would drop a lot. If you want to use the wireless of the ISP hub then you can but unless you have a modem in addition or the cable coming from the wall is ethernet you'd have to use the ISP hub in front of the R1.
