Feel free to make another thread if you have any more issues or questions I have had this a lot, If you have this problem (nat type issues with someone in party chat) and you sure it doesn't have anything to do with your or his/her connection you possibly need to whitelist the specific person until you are able to talk with him/her in the Party Chat. After you added him/her to the deny and allow list he still needs to go and click on test internet on the PS4 so that he loses his connection (if you don't do this step you still won't be able to talk) after he reconnects and re-joins the party you should be able to talk to each other again. You don't need to add everyone to be able to talk to them, but sometimes you do and then I only got it to work after following the above steps, I know 3 more people with the Netduma R1 and they have the same problem and fix it with the same steps.
