We're going to be giving much more support to PC games through our host analysis feature in the future; though Hearthstone uses the Battle.net multiplayer system, so you should just be able to select your region on the launcher meaning the Geofilter isn't needed for it. It shouldn't be connecting you to people in Russia, so it might be worth trying to find the setting for it.
