Zennon
For my day to day diagnosing / problem fixing at work I have to start at what could be the base problem first or I will be wasting time. For me testing the ISP is number one priority here. It would be like servicing an operating system, hijack, crap ware, malware removal on a laptop that has a failing hard drive, the drive needs tested along with the RAM, all that time would be wasted checking them last. So for a line that is showing for the want of a better word lag (jitter) you would test the ISP first.
b00stg0d
True a good baseline is great place to start but I think he was concentrating on things within the users power to repair. Bending ISPs to our will is a whole other topic. :-)

That's a good shout, as b00stg0d said was mainly focusing on what people would likely change as I don't think most would go as far as checking the quality of their line
b00stg0d
I like to bend TWC to do things I want. Myself as well but some of us have the leverage of knowledge above and beyond that of a 'normal' user.
