turn on strict mode and set ping assist to 0 then wait 2 minutes, turn ps4 on and you should be sorted! if you want to play that server reduce the radius so it only covers that server.

your ping assist was set to 50, that will find any game anywhere even outside your radius that has a ping of 50 and lower. So because you have strict mode turned off and ping assist at 50, it found a server that looks like it is about 1000 miles away!

Only by changing the Type from the Kazakh to Russian Moscow I connect to the server and players from Europe why this is so, why not allowed Kazakh un on the European server?

It looks like you're literally blocking all of the dedicated servers around your radius. If that is the location you're going to set then you should use ~1000km radius. If you're setting it in Russia I would recommend above 2000km.  

 

I'm not really sure what your aim is, what server are you trying to get? As the further away the game is the laggier it will be.

I'm from Kazakhstan, I can not play on servers in Europe, if you include Russia vpn server then has access to the European server, vpn expensive for me as I play without vpn that I have to adjust. European server may block the Kazakhstan?

You don't need a VPN. Those padlocks that are outside radius are being blocked. Include in your radius the one closest to you, thats all you need to do to get the best connection possible.
