I've had it a couple of times, simple reboot of Netduma + Xbox resolves it for me.

If it's happening frequently...

Please detail your setup, perhaps something is not quite set up correctly.

Include makes and models and how they are connected.

For example:

ISP: Virgin Media

Super Hub 4 (modem mode) > Netduma > PS4 (all over ethernet).

ISP: TalkTalk

Huawai HG633 (wifi disabled) > Netduma (UPnP + UPnP Forwarding), (wifi disabled) > Asus RT-N66U (access point) > Xbox One. (all over ethernet).

ISP: BT

Home Hub 5 (wifi disabled) > Netduma (in DMZ) > PS4. (wireless to PS4).

I followed the NetDuma setup guide.

Setup-

ISP: TWC

Netgear CM500  > Netduma (wifi disabled) > Netgear Nighthawk R8000 (access point) > PS4. (Ethernet connection).

I think it has something to do with BO3 (if that's the game your playing) as it's happened to me before on PS4.All I had to do was close the application for BO3 and restart the PS4 and it would be open again.Which is definitely odd but not sure it's an issue with the duma.

Same thing for me on my PS4; sometimes a restart will solve it or do the "connection test" and that will reset the PS4 to open.
