Getting speeds thru your console are not very accurate,better to use a different testing method.

switch to my isp moderm i use to had a sb141 motorola

It's not sure accurate, if you get your full speeds on a wired PC I wouldn't worry. Though after the recent PS update I'm seeing more people getting more accurate speeds.
