Yeah definitely not a duma thing.What your asking is how to add latency to your connection so your on the good side of lag comp.Or in other words how can I gimp my connection so I can pub stomp. You just have to find your sweet spot on your sliders to where the game plays well for you. Are you checking your buffer bloat and quality thru dslreports.com/speedtest ?
