That will hopefully help everyone with their queries. But if you less than 650km you should be getting 20-40 ping I'd say. I think you could be having the same issue one of our customers is having from Florida(JStrick) just to leave his house he uses 40ms. So the best connections he has start at 40ms. Some customers who are very lucky who live in NYC(TwoNipples1Hair is his username) can leave their house in 3ms. He has had games as low as 5ms.
