Congestion control only effects you by making it so your connection isn't maxed out causing your ping to spike due to packets being queued up to be sent or received... The best way to work with a full party (if everyone is spread around the country/countries) is to set the geo-filter size to hit areas closer to other people in your party. For example, all my friends are east coast so I will cover the entire eastern half of the US... However, if you are talking about black ops 3 it seems like the game connects to the server closest to the party host regardless of who is in your party.
