Allocated rate?

So what is that I've been researching but I don't seem to understand. Like if I were to put 20DOWN 20UP on call of duty service  would it transfer fast cause it's at a higher down and upload?

It basically reserves that amount that you set for the allocated rate. So when someone is downloading heavy or whatever, it will make sure that you will have 20MB available.
It's not a rate limit

As above so no it wouldn't. Gaming barely uses any bandwidth, just because you assign it more won't make the game use it because bandwidth speed isn't required for gaming, it's about the latency
