I get 300 down and 48 up. I have QoS sliders set to get 200 down and 36 up. The download slider works as I get 200 on a speedtest, but im still getting 48 on the upload, so not sure if the sliders are working properly? 

For the wifi, even sat right next to the router, Im getting 110-130 down and it drops off to about 70 when I go to the next room, however upload speed is still around 40-48

Are you using the bandwidth allocation feature? if so don't just reset the settings for it since it currently broken and it should work fine after that

As for downloads speeds that depends on your house you have to remember it all frequency based all you need is some tin foil and any router is useless though you can test different channels and see what goes though typically by default is chooses the most optimal though not all the time...you can use channel analyzer to find optimal channels etc
