What is the stability of the ping like on the Geo-Filter and the game, does it stay around that ping or does it fluctuate wildly?

there is no fluctuation. decisive . plays up or down for 1-2 milliseconds at most

That should be fine then, upgrade to the latest R2 beta and see if it is any better after that. What settings are you using for SmartQoS?

Also, when I upgraded to beta 615, it becomes very difficult to hit a man.  The difference is 2 seconds.

What Smart QoS settings are you using specifically for Congestion Control and for prioritizing?
