Problem bandwitch Allocation

Hello ! 
I wanna do some test with bandwitch, using applications instead of devices. I can move the graph (f.e put 50% for gaming), i update the distribution but when i refresh the page, nothing had changed, and the graph is normal (9% on all services).
I reboot it, i disconnect it from electricy (don't remember the english translation😅), clean cash and cookies of mozilla but nothing worked.

Is it a known problem ? Or am i doing something wrong ?

Check that it hasn't reverted the view to devices or upload instead of download or vice versa
