I just noticed that he had both Duma Classified Game and custom rule turned on 

Is it good to have both turned on ? Is there any benefit over this?

You don't need both on, I think this was done because Classified Games isn't super clear in that it would prioritize CoD so it was more for clarity that you can prioritize it.
