The reason is that prioritized just the ports for download. So now it makes sense as when you're not doing that you're prioritizing the game ports instead and the ports for speed are probably in a network queue.

Wouldn't suggest using that rule all the time as the game wouldn't be prioritized but you could add the ports for the game as well and should get best of both worlds - if you get any issues with other devices then remove the rule as that rule will supersede QoS.

this are the ports for fifa...

should i open tcp and udp 80-42127?

I wouldn't suggest prioritizing that many ports, I would just make a few rules to encompass those ports and then the one made earlier if you want to download a game update for example.

My plan is 940 / 35

 

I can have my ps4 hardwired directly to my cable modem and it still tests at 65 / 6

 

Its so odd and so damn terrible lol

Yes that's great, so I would suggest just toggling the last rule on and off as needed.

Yeah console speed tests are definitely not a super accurate indicator of your network speeds.
