R2 speed fluctuating

hi guys I have just started downloading  a game update on my ps4 pro and my download is fluctuating up and down alot the network overview on the r2 looks like an ECG up down between 72 to 45 never had this with the r1 

And its a wired connection

Downloads never download at one consistent speed, they do go up and down like that. What you see the speed as on the console will be an average of the speed you are downloading at.

I understand that m8 but th r1 would only change 5mbps up and down r2 is like 30mbps

That is absolutely fine, probably in your case as the R2 can handle more bandwidth it fluctuates more. My expected speeds are around 375Mbps, you can see here that Snapshot is showing my average download rate which is what I pay for and overview is showing ~250-550Mbps so it is absolutely normal.

I just done the same thing but using my isp router on WiFi and the download on ps4 pro went up at 9mb second and stayed there with the r2 it goes 9mb to 4mb wired seems off to me m8

That really depends on what was going on at the network at the time, were other devices online as well?

Nope nothing else using the network

I really don't think its an issue as downloads fluctuate all the time, that might show more of a real time download rather than average. Have you encountered any wired issues?
