Is there a way to fix this issue where my Tv is taking most of the bandwidth rather than my playstation which i've allocated more?

If you disable Share Excess for download on Bandwidth Allocation then this will cap all the devices to the allocations that you have set, this may affect other devices if they need more bandwidth than has been allocated though. Your best bet is to use Anti-Bufferbloat to prevent devices causing others to lag, then everything can use the internet as normal.
