anyone know why I have this route on line 4 ??? and how I can fix it

it is a server for black out.  I cant figure it why I got star and not time

This is a hop on the route which is out of your reach, it would be down to the ISP to resolve it. However, this can often happen and as is the case in your situation it hasn't caused a problem reaching the final destination (server), it hasn't increased your ping either so this isn't anything to worry about, it's quite common.
