Any reason behind all the 70/70% anti bufferbloat recommendation?

I have seen many netduma team recommended all users to set qos at 70/70

just wondering why would be 70?

it is a guideline or starting reference. The 30% reduction leaves headroom for other devices to avoid bufferbloat. I use 86/86 for mine.
