I would do it to the PingPlotter IP it provides or something like Twitter.com

So that pingplotter test should be valid evidence to provide your ISP with; the problem definitely seems to be your line connection.

Not necessarily the physical line but the line/route your packets take to get to it's destination.

 

Did you have congestion control on at the time of doing this test?

You need to take these results to your ISP; since you're paying for a decent line. They should send a technician round to fix the issue. Make sure you give them results like these. This is definitely an ISP line issue as far as I can see.

Can you do the same directly to the Xfinity modem/router as well please and post that screenshot just so we can compare and see if the issue still persists.

Okay definitely some issues there. Recommend doing the tests over different days/times and then present it to your ISP as evidence and see if they can help
