I was in a match that had just started was really laggy so i updated the host at 0% to block it and backed out , and it has just put me into the exact same match 3 times in a row , thought this was meant to stop you connecting to hosts servers ?

And to add to what MoD posted,if you have a really bad host I would give them at least 2 % on the rating as not sure zero actually registers.So make sure you give it an actual number.

You were also most likely blocking a player rather than the game, unless you were playing a P2P game.
