Latency is completely subjective, but I would classify it as this: < 10ms is pretty much LAN < 20ms is insanely good < 30ms is amazing < 40ms is very good < 60ms is good < 80ms not bad < 100ms starting to get bad > 100ms bad > 150ms very bad > 200ms awful > 500ms might as well play with the people on the space station Again that's just my personal opinion

Have tryed Congestion control but it didnt help.

Since AW seems to be dedicated servers you have to rely on getting one of them if there are any. Do you ever see a padlock when searching for games? Maybe in West Coast of America?

Yes i see padlock when searching for games sometimes in US dont know about West Coast of America.
