does anyone have settings that will make nba 2k16 stop lagging ping of 30 but on screen it's jumping all over and I can't play Def feel like half sec behind

How steady is your ping? Have you got congestion control enabled? How far away is the host?

Put your console in hyper traffic as well.

20 -30 when I use control it's worse kinda better if I just give ps4 100 % that and my laptop r the only thing hook up

That's pretty good ping. Is it stable? It won't be worse using anti-flood, it will prevent your laptop causing spikes - even web browsing, silent downloads etc can cause them.

sometimes it is a straight line most of time it's goes up down I still don't get control cause if I put that at 70 the under it I put ps4 to 100 and I still get on my laptop and works what the point of the thing under it

Anti-flood eliminates any lag caused by the devices in your home. Keeping your ping steady.

 

Device prioritisation prioritises which devices get the most bandwidth. Gaming doesn't require much bandwidth especially when only two devices are being used not much need to prioritise. 

 

Using anti-flood will keep it steady unless it's the host being unstable. Hyper traffic will also reduce jitter/spikes.

Ok so what do u think the best is 90 90 or 80 80 100 % or lower for ps4

We usually recommend 70/70 for anti-flood. I don't think you need to go that high for prioritisation, would probably leave it equal with the laptop with share excess enabled so it can always get what it needs.
