The only way to make sure it is not the R1 is to remove it and add another router and run bamdwith tests and see what results you get.

Try disconnecting all devices and running ping plotter on a laptop connected directly to your ISP router. But it does look like an ISP problem (or maybe a dodgy ethernet cable between the Netduma and ISP modem).

Every isp has a peak period. For my lsp, the peak period is between 6pm to 11.30pm everyday. During this time the ping , jitter is bad cos everyone is home from work and using it. So go online and check for your isp peak period

Not all ISP's this is an over subscribed ISP you are on, where they have not bought enough capacity to make more profit.

 

But what you say about always testing at peak times is a good idea so you can give the proof, most wont buy more bandwidth on your say so though.
