It is no longer manufactured so you will not find it new on the official website! You will find it second-hand, but take a lot of guarantees before making an online purchase.

Exactly as above, do keep in mind as well that if it fails the seller is unlikely to accept a return.

The biggest difference will be going with the R3 given it has DumaOS 4 and that won't be coming to the XR series. I wouldn't suggest getting an R2 even though it will get DumaOS 4 just due to the fact you wouldn't have any warranty. 
You'll have a lot of new features with more coming if you go with the R3.

My isp is a combo modem / router so I think matching both dns would be best

The Geo-Filter shows available connections to servers, it doesn't restrict itself at all other than the restrictions you set. Try these steps and see if it works better:
Quit the application/game/client completely Remove device from the Geo-Filter Give PC PlayStation Device Type in the Device Manager (if on PC) Resync from the Geo-Filter Map menu Re-add the device to the Geo-Filter with the manual option Set up the Geo-Filter how you like Wait 2 minutes Boot up application/game/client

Well, obviously I am going to say anything running DumaOS is your best option in terms of gaming routers! You could also look at the NETGEAR Nighthawk Pro Gaming range if you need better Wi-Fi coverage, however the R2 will receive more frequent updates with the latest features!

The settings won't change no but things that could affect it may change, e.g. how many devices being used at the time, how much traffic they're using etc. That's why it's best to find out what QoS settings work best when your network is completely saturated. Even in game the server load may increase, you won't get put on the same server even if it's in the same location (they have many clustered in one spot)
